Regulations
1. General
1.1 The 4th Film and Art Festival TWO RIVERSIDES will be held from 31st July to 8th August 2010.
1.2 The Festival is organized by The TWO RIVERSIDES Association. The Association is the Festival’s legal representative re. all matters.
1.3 The permanent Festival’s sections are:
- World Under Canvas,
- Documentary,
- In The Short Run,
- Music, My Love,
- I Love Cinema,
- Great Cinema On Small Marketplace.
1.4 Competitions and polls:
- Audience Poll,
- Independent School And Amateur Short Films Competition
2. Categories
A. The entry is open for fiction, documentary, animation and experimental films to the main programme (World Under Canvas, Documentary, In The Short Run) and to The Independent School and Amateur Short Films Competition. The submission is free of charge.
B. Except in special circumstances approved by the Artistic Director, only films meeting the following criteria can be presented at the Festival:
2.1 World Under Canvas
- Feature fiction films (more than 60 min.);
- Films before the official Polish theatrical release;
- Films made in 2009 or 2010, older when it will be a Polish premiere of film.
2.2 Documentary
- Feature documentary films (more than 60 min.);
- Films before the official Polish theatrical release;
- Films made in 2009 or 2010, older when it will be a Polish premiere of film.
2.3 In The Short Run
- Short films (less than 60 min.);
- Films made in 2009 or 2010, older when it will be a Polish premiere of film.
2.4 Independent School And Amateur Short Films Competition
2.4.1 The Competition is organized by The TWO RIVERSIDES Association;
2.4.2 In the Competition take part:
2.4.2.1 Short films (less than 60 min.);
2.4.2.2 Films made in 2009 or 2010, older when it will be a Polish premiere of film.
2.4.2.3 The authors of the film must not be graduates from film schools;
2.4.2.4 Only short debuts of the film school graduates are admitted.
2.4.3 Films are assessed by independent jury selected from the Festival audience.
2.4.4 The Competition Prizes:
2.4.4.1 The Festival anticipates the following minimum amounts of the prizes: The Main Prize: 3 000 PLN gross.
Two Special Mentions: 1 000 PLN gross each.
2.4.4.2 The prize/mention is given to the director of awarded film.
2.4.4.3 The Festival will pay the prizes within 30 days from an official announcement of the Competition’s results. The basis document will be the Jury Statement, signed by all its members, comprising the names of the winners and the amounts of the prizes. The winners should provide all necessary data needed to make a payment. According to Polish Tax Law, the Festival will deduct and transfer to the appropriate Tax Office a flat rate of 10% of the prize.
2.4.5 The Festival will not incur neither the costs of making the submitted films, nor the prize collection.
2.4.6 The Festival reserves the rights to stop or cancel the Competition.
2.5 THE AUDIENCE POLL
- In the Poll take part films presented in the sections: World Under Canvas and Documentary.
- Feature films presented in the other sections which are the Polish premieres may be included. The final list of the audience poll films will be published on the Festival’s website on 24th July 2010 at the latest.
- The Festival audience vote for the film on the special, marked coupons, granting to a title from 1 to 5 points.
- Films, which will rather less than 50 valid coupons will not take part in the Audience Poll.
- Out of valid coupons will be calculated the weighted mean. The Director of film which gets the highest result will receive the Audience Award.
3. Submission of films
3.1 The completed Entry Form should be sent by the 10 of June 2010.
3.2 Language versions
3.2.1 Films should be submitted in the original version with the English subtitles.
3.2.2 Films in Polish or English version do not need to have English subtitles.
3.2.3 When the film is selected the English dialogue list and original dialogue list (when different then English) should be provided.
3.2.4 Any exceptions to this rule should be agreed with the Festival.
3.3 In the case of sending the viewing copy on DVD, the Festival does not incur the costs of transport, insurance, nor taxes.
3.4 The viewing copies on DVD should be delivered to the Festival Office in the envelope clearly marked: ‘Film Title_Entry’.
3.5 In the case of parcels from outside the European Union, the pro forma invoice should be attached. This pro forma document should contain the following notation: “Of no commercial value, for cultural purposes only”.
The declared value of the shipment should be 0,00 $ / 0,00 € Or not exceed 5,00 $ / 3,00 €.
3.6 The viewing copies will not be sent back. All submitted films are included to the Festival Archives.
4. The selection of the submitted films
4.1 If the viewing copy does not arrive in the Festival office by the deadline or its entry form is not duly completed the Festival has no obligation to admit the film to the selection.
4.2 The Festival does not bear the responsibility for the submissions delayed or lost by force majeure.
4.3 The Festival has the right to place submitted films into a different Festival section.
4.4 All submitters receive, by e-mail or fax, a written positive or negative reply.
4.5 The Festival will not pay a fee for screening the selected films.
4.6 A selected film cannot be withdrawn from the programme after 10th July 2009
5. Screening copy
5.1 Film formats that can be presented at the festival are: digital beta (PAL), betacam SP (PAL), DVD (PAL); different formats should be approved by the Festival.
5.2 The screening copies should reach the Festival Office in Warsaw by 15th July 2009. Any exceptions to this rule should be agreed with the Festival before this date.
5.3 The Festival incurs one way shipment costs:
5.3.1 Upcoming transport, when after the Festival the film is shipped to the next film event.
5.3.2 Outgoing – when the film is submitted in the Entry process.
5.3.3 The rule has no application when the film is invited by the Festival and it’s transport is from and to the owner of the copy.
5.4 The Festival will insure the integrity of screening copies only from the time of delivery to the Festival to the time the print is delivered to a shipping agent for return.
5.5 The Festival is responsible for the screening copies from the moment of pick-up from the shipper (when importing) to the moment of giving them to the shipper (when re-exporting). The Festival’s responsibility for damage or loss of the print is limited to the cost of making a new print according to the present laboratory rate for making a standard print.
5.6 Damage to the film print must be reported to the Festival within a month after return and prior to any following screening.
5.7 All prints will be returned by 28th August 2010 at the latest.
6. Promotion and publications (concerns the qualified films)
6.1 The Festival has the right to use excerpts (max 3’) and pictures from the film for promotion and public relation purposes.
6.2 Once the participation of the film is officially confirmed, the Festival is qualified to use excerpts from the film (max. 3’); and to publish information about the film on the Festival website as well as in all printed promotional materials (such as the catalogue, the program brochure, press materials, etc.).
6.3 The Festival reserves the right to use all publicity materials both during and after the Festival.
6.4 The producers of the Independent Competition films consent to 5 gratuitous post-Festival screenings in Poland or abroad. The exact schedule of such screenings shall be sent to the producer.
7. Other
7.1 In case of doubt the definitive interpretation is up to the Artistic Director

7.3 The Independent Competition, with conditions described above, is not „a game of chance”, nor „a tombola”, nor „a mutual bet”, nor „a promotional lottery” which result depends on coincidence according to art. 2 of The Act of Games of Chance and Mutual Bets from 29.07.1992 (Journal of Laws of the Republic of Poland, no 68, it. 341 with later changes).
8. Consent
8.1 Submitting a film to the Film and Art Festival TWO RIVERSIDES is equivalent to the acceptance of the conditions set out in these Regulations.
8.2 Submitting a film to the Film and Art Festival TWO RIVERSIDES is equivalent to the acceptance for the processing personal data for the selection and marketing purposes /Data Protection Law from 29.08.1997, Journal of Laws of the Republic of Poland, no 133, it. 133 with later changes
